Introduction
This is the first in a series of articles examining matters of public record relating to the role, decisions, and associated activities of a serving councillor – Sally Tomlinson, a member for Dorridge and Hockley Heath ward within Solihull Metropolitan Borough Council.

This series is not written as an accusation.
It is presented as an examination of publicly available information.
Since her election in May 2024, a number of issues have emerged — some small in isolation, others more significant — which, when viewed together, give rise to questions. Not conclusions, but questions.
Those questions are based on:

• Published council records
• Committee papers and decisions
• Publicly available information
• Observed patterns in governance and oversight

At each stage, care is taken to distinguish clearly between:

• What is known
• What is evidenced
• What is perceived

Where interpretation is involved, it is described as such.

Councillors are elected to serve in positions of public trust.
With that comes:

• Responsibility
• Transparency
• Accountability

The standards expected are not limited to what is strictly lawful.
They extend to what is recognised as good governance, reflected in established frameworks such as:

• The Nolan Principles
• Local Government Association guidance
• CIPFA/SOLACE governance standards

This series considers whether what is seen aligns not only with the law, but with those wider expectations.

What is a Conflict of Interest?
A conflict of interest arises where a person’s judgement, or actions in one role, could be influenced by another role, relationship, or interest.
This includes situations where that influence is actual, potential — or simply perceived.
Even the perception of a conflict can be enough to undermine trust.

A Complex Picture
Some aspects of this case are straightforward.
Others are not.
There are elements involving:

• Governance processes
• Committee roles and oversight
• External organisations and relationships
• Changes in service structure and presentation

Individually, these may appear technical.
Taken together, they form a broader picture that warrants careful, step-by-step examination.
This series will follow that approach.

On Perception
A central theme throughout will be the issue of perception.
Public confidence is shaped not only by what is done — but by how it appears.
Where concerns are raised in this series, they will often be framed in terms of:
“the perception created by the available information.”
Because in public office, perception is not incidental — it is fundamental to trust.
