Residents Demand Culture Change within Solihull Council

​Frustration has been building ever since. Residents are no longer content with apologies or procedural excuses. They see a system where scrutiny has become performance — where the chairs and questions are controlled by the same people who make the decisions. It’s a culture that rewards loyalty and punishes curiosity.
Even the council’s representatives on outside bodies — charities, partnerships, advisory groups — are drawn exclusively from the ruling party. That may be legal, but it isn’t healthy. It means every committee, every board, every external seat speaks with one voice. In a borough as diverse as Solihull, that isn’t representation — it’s monopoly.

The Chamber Reckoning  Part 1

Since 2019 Solihull Council has been on a slow downward slide. A series of failures — the Arthur Labinjo-Hughes tragedy, emergency Covid powers, the lake drowning on council property, and the planning debacles — have each chipped away at public trust. The signs of strain were there for years, but the breaking point came on 8 July 2025 — the Chamber Reckoning.
That Full Council meeting, meant to demonstrate stability and leadership, instead revealed a system turning in on itself.  Chairs of scrutiny committees were ordered to be removed and replaced by Conservative-only members. Opposition members were sidelined, and voices questioning the procedure were silenced. It wasn’t a debate — it was a display of dominance devoid of democracy.

​Good governance means balance and transparency. National guidance says councils should explain themselves if they choose not to follow that principle. Here, no such reason has been given. Residents have been met instead with a shrug — a quiet message that says, ‘because we can.’ But ‘because we can’ isn’t good enough for a council that claims to serve its people.
Scrutiny is supposed to challenge decisions and expose risks before they become scandals. Instead, Solihull’s scrutiny has become a stage-managed exercise. The public sees the pattern clearly: control first, accountability second.

Governance and Culture
​What Solihull faces now isn’t only a policy crisis — it’s a culture crisis. The same officers appear across multiple roles, sometimes advising, sometimes adjudicating. The Monitoring Officer, who should be the guardian of ethics, remains silent on procedural breaches that have become routine. Mandatory safeguarding and equality training remain incomplete among several scrutiny members, and yet there is no consequence. Residents who raise these concerns find themselves caught in circular replies: polite, procedural, and dismissive.
